נוכחים: מיכאל (שחזר מארה"ב ונוסע שוב לברית המילה של הנכד- מזל טוב!),ציפי,דבורה,יונתן, אלכסיס, נועם, דוד ולדר, אלכס פומסון, עזריה, יעל.
- חלוקת מקומות קבועים
התקבל מכתב ממנחם שהעלה כמה נקודות הנוגעות להשלכות אפשריות של שינוי שיטת חלוקת מקומות קבועים בבית הכנסת. בין הנקודות שהעלה לשיקולו של הוועד:
- מי שמצפה לקבל מקום עלול להתאכזב.
- שינוי עלול לפגוע בהכנסות בית הכנסת.
- שינוי בתמחור המקומות עלול להפריע למי ששילם בעבר את מחיר המלא.
הוועד שמע בכובד ראש את נימוקים אלה אבל בכל זאת סיכם שבסמכותו לשקול הצעות לשינוי השיטה.
כפי שסוכם אחרי הדיון בישיבה הקודמת הוצגו שלש חלופות בנוגע לחלוקת מקומות קבועים בבית הכנסת לצורך הכרעת הוועד.
החלופות שהוצגו היו:
- המשך השיטה הקיימת של תשלום של 8,000 ₪ עם אפשרות של פריסת התשלום במידת הצורך.
- מעבר של שיטה של שכירות. 1000 ₪ בשנה הראשונה ו400 ₪ לשנה כל עוד החבר מבקש לשמר את זכותו למקום קבוע. שינוי השיטה שלא ישפיע על הזכויות של חברים שכבר שרכשו מקומות קבועים.
- תוצג הצעה מטעם הוועד באסיפת החברים הבאה לבטל חלוקת מקומות קבועים בכלל. לא תהיה בהצעת משום פגיעה בזכויות קיימות של חברים שכבר רכשו מקומות קבועים. הצעה תהיה להפסיק לחלק מקומות קבועים מכאן והלאה.
לאחר דיון נוסף התקיימה הצבעה. היה רוב קטן לחלופה השלישית, דהיינו להציע לאסיפה להפסיק חלוקת מקומות קבועים בבית הכנסת. (3 קולות מול 2 להצעות האחרות.)
הנימוק העיקרי בעד ההצעה היה להפוך את בית הכנסת ליותר מזמין לחברים חדשים ולאורחים. מיכאל הדגיש שיש להביא את הצעה להכרעת אסיפת כלל החברים מפני שיש כאן שינוי משמעותי בתרבות בית הכנסת.
יש כרגע 4 מקומות פנויים ויש אפשרות לחלקם לפי השיטה הקיימת. גם אם תתקבל הצעת הוועד באסיפה לא תהיה שינוי לגבי זכויותיהם של החברים שרכשו מקומות בעבר.
ועדה בעניין "כלת תורה" בשמחת תודה
שוררת הסכמה שלוועדה יש צורך לצרף גם גברים. אין זה עניינם של נשים בלבד. עזריה הסכים להצטרף לוועדה. ציפי מציעה לצרף את פנחס שיפמן. מצורפת לוועדה, עפ"י הצעת מיכאל, מימי קהן.
ההצעה תגובש עד מועד מפגש הוועד בחודש אייר.
הרכב הוועדה: ציפי בנמלך, דבורה פרייסבלום, יעל להמן, מימי קהן, רבקה זורובניק, עזריה ריין, פנחס שיפמן.
צירוף חבר חדש בוועדת הביקורת
בעקבות פרישתו של משה שלזינגר מוועדת הביקורת יש צורך במינוי חבר חדש. העניין דחוף מכיוון שוועדת הביקורת אחראית גם לביקורת של קרן הצדקה ושני חברים בוועדת ביקורת הנשארים נשואים לחברות בוועדת הצדקה. ג'ון קורי הסכים להצטרף לוועדת הביקורת. הועד אישר את הצטרפותו לצורך כתיבת דו"ח הביקורת עד לאסיפה הכללית. מינויו הקבוע דורש הסכמת האסיפה.
ביצוע עבודות
התקבל אישור לפריצת דלת המילוט ושיפוץ החצר האחורי. יש אפשרות להתחיל את העבודות מיד אחרי פורים. הוסכם שיש להימנע בביצוע העבודה בחול המועד פסח. הוצע להתקין מנגנון רוחבי לפתיחת הדלת לשעת חירום.
שונות
- אברהם דוד הציע לרכוש ברקו עבור אירועים והרצאות בבית הכנסת. נועם מציע מכשיר נייד. דבורה תבדוק הצעות מתאימות לרכישה.
- יונתן העלה את נושא בחירות לוועד חדש באסיפה. כל חבר רשאי להציע מועמדות. יחד עם זה תוקם וועדה לצורך גיוס מועמדים.
- מיכאל קבע עם איש הרהיטים לבדוק את האפשרות והעלות של התקנת מקומות ישיבה בעזרת נשים דומים לאלה שבעזרת הגברים. כל חבר וועד מוזמן להצטרף. ההצעה תעבור בדיקה בוועדת העיצוב. לאחר אישורה הוועד יחליט אם להביא את ההצעה לפני אסיפת החברים מפני שמדובר בהוצאה גדולה שגם משפיע על העיצוב של בית הכנסת.
- מבקשים לברר מה מצב קרן הצדקה.

Minutes of the Bet Knesset Vaad Meeting
March 11, 2019
Present: Michael Gillis; Tzipi Benmelech; Devorah Preiss-Bloom; Jonathan Porath; Alexis Rodgold; Noam Com; Dovid Wadler; Alex Pomson; Azarya Rein; Yael Lehman.
Allocation of Permanent Seats
A letter was received from Menachem Zer Kavod, who raised a number of points regarding the possible implications of the change in the method of allocating permanent seats in the synagogue. Among these points were:
- Those in line to get a seat might be disappointed.
- A change might affect the income of the synagogue.
- A change in the system might upset those who have already paid the full price.
The committee took these arguments seriously, but nevertheless concluded that it had the authority to consider proposals for changing the system.
As agreed after the discussion at the previous meeting, three alternatives were presented regarding the distribution of permanent seats in the synagogue for the purpose of the committee’s decision.
The alternatives presented were:
- The continuation of the existing method of payment of NIS 8,000 with the possibility of deferred payments if necessary.
- Switching to a rental system. Payment of NIS 1,000 in the first year and NIS 400 per year as long as the member wishes to preserve his right to a permanent place. This change would not affect the rights of members who have already purchased permanent seats.
- At the next general membership meeting the vaad should present a proposal to do away with the distribution of permanent seats altogether. This proposal would not prejudice the existing rights of members who have already purchased permanent seats. The proposal is to stop allocating permanent places from now on.
After another discussion, a vote was held. There was a small majority for the third alternative, namely, to propose to the membership meeting to stop the allocation of permanent seats in the synagogue (3 votes versus 2 each for the other suggestions.)
The main reason for the proposal was to make the synagogue more welcoming to new members and guests. Michael emphasized that the proposal should be brought to the membership meeting because it is a significant change in the culture of the synagogue.
There are currently four seats available and these can be to allotted according to the existing method. Even if the committee’s proposal is accepted at the meeting, there will be no change regarding the rights of the members who purchased places in the past.
Committee concerning the “Kallat Torah” on Simchat Torah
It was agreed that the committee should also include men; it is not only a women’s issue. Azaria agreed to join the committee. Tzipi suggested also including Pinhas Shifman. Also added to the committee, at Michael’s suggestion, was Mimi Kahn.
The proposal is to be presented at the vaad meeting in the month of Iyar.
Members of the committee: Tzipi Benmelech, Dvora Preiss-Bloom, Yael Lehman, Mimi Kahn, Rebeca Zerobnick, Azaria Rein, Pinhas Shifman.
Adding a New Member to the Audit and Review Committee
Following the resignation of Moshe Schlesinger from the Audit and Review Committee, a new member is needed. The matter is urgent because the committee is also responsible for the oversight of the charity fund and the two existing members are married to members of the charity committee. John Corre has agreed to join the Audit and Review Committee. The vaad approved his appointment so that its report can be presented at the upcoming general meeting. His permanent appointment requires the consent of the meeting.
Building Works
A permit was received to open an emergency door and renovate the backyard. It is possible to start the work immediately after Purim. It was agreed that work should be avoided during Pesach. It was suggested that a transverse mechanism be installed to open the door in the case of emergencies.
Various
- Avraham David has offered to purchase a projector for events and lectures in the synagogue. Noam suggested it be a portable device. Devorah will review various possibilities.
- Jonathan raised the issue of elections for the next vaad at the membership meeting. Any member may put him- or her- self forward. In addition, a nominating committee will be set up to recruit candidates.
- Michael has arranged a meeting with the furniture supplier to investigate the possibility and cost of installing seats in the women’s section similar to those of the men. Vaad members were invited to attend. The proposal will be reviewed by the design committee. After its approval, the committee will decide whether to bring the proposal before the membership meeting because it is a large expenditure that also affects the design of the synagogue.
- There was a request to clarify the status of the charity fund.
